Surely there are other creative ways to help get animals adopted...like more fosters, which is all I can think of right now. 

If people don't pay much for an animals, they may not value them enough and/or have much more to pay for their care.

Denver Animal Shelter reduces adoption fees through July 31
 

DENVER, CO — June 22, 2011 — The Denver Animal Shelter (DAS) is reducing the cost of adoption packages to just $50 for cats, $85 for dogs and $5 for small animals now through July 31. The shelter is also offering a 2-for-1 for those who adopt an adult and are looking to adopt a second cat or kitten.  

"There are a lot of animals at the shelter during the summer months," says Denver Animal Shelter Adoption Coordinator Barbara Galaviz Duarte. "It's a great time to adopt if you've been thinking about it."
 
The regular cat adoption package ranges from $60 to $90 depending on the age of animal. The dog adoption package normally ranges from $95 to $150.

The DAS adoption package includes the adoption fee, spay or neuter cost, vaccinations and a one-year pet license.
 
The Denver Animal Shelter is located at 1271 W. Bayaud Ave. in Denver.
